The Four Cost Categories of Shadow IT
Shadow IT cost is not one number. It is the sum of four distinct categories, each measured differently. Conflating them destroys the credibility of any estimate; separating them preserves it.
Why four categories instead of one number
The four categories have different data sources, different measurement methods, and different certainty levels. Treating them as one number forces averaging across that variation, which both overstates your certainty about the result and makes the estimate impossible to defend against specific challenges. Separating the four preserves the credibility of each component and lets the board see which category is driving the total.

Category 1
Observable spend
The direct subscription cost of unauthorized SaaS and cloud services. The most quantifiable bucket because every instance leaves a financial trail.

How the categories interact
The four are conceptually distinct but practically correlated. Observable spend often foreshadows compliance exposure: apps paid for without IT review are also apps that did not go through a data protection assessment, so they are the ones most likely to carry regulated data into an uncontrolled environment. Breach risk correlates with observable spend for the same reason; more uncatalogued apps means more credential reuse, more unknown data flows, and more offboarding gaps.
Operational overhead is almost always elevated wherever the other three are, because IT ends up picking up integration, support, and offboarding for apps it never sanctioned. Reducing observable spend through governance often reduces operational overhead disproportionately, which is why the governance ROI calculation lists both reduction effects.
The honest framing on a board deck: these categories move together, but they are measured separately so the evidence can be cited separately. Do not blend them into a composite until after you have shown the board the decomposition.
Why summing ranges (not averaging) is the defensible combination
Summing the four low ends gives a conservative combined low. Summing the four high ends gives the combined high. The combined range will span roughly an order of magnitude for most organizations and that is the correct output. A narrower range means you have over-stated your certainty.
Averaging across categories (rather than summing) loses information: it suggests a central tendency that does not exist because the categories are additive, not competing alternatives. The interactive estimator sums all four ranges with your inputs visible.
